which seizes every opportunity to outreach to the community, reduce
serious health inequalities, and develop completely novel services

Managing NHS money
NHS City and Hackney has always managed our money
responsibly; we have broken even or achieved a surplus every year
since we were established in 2001.
World Class Commissioning
The World Class Commissioning programme is intended to transform
the way health and care services are commissioned (specified and
contracted), building capacity and capability to deliver a
more strategic and long-term approach to commissioning services,
with a clear focus on delivering improved health outcomes.
World Class
Commissioning Report 2010
The East London and the City Alliance also received a positive
assessment. The Alliance is made up of three primary care trusts -
NHS City and Hackney, NHS Newham and NHS Tower Hamlets and is
one of six sectors of the NHS in London set up to strengthen
the commissioning of NHS services to ensure local
people have access to high quality, cost-effective
services.

Annual Health Check
NHS City and Hackney Community Health Services
(CHS) submitted its self assessment of compliance with the
Government’s 24 Core Standards to the Care Quality Commission (CQC)
in December 2009. These standards cover issues such as hygiene,
safety, clinical effectiveness, staff training and feedback from
patients on their care. The CQC is the independent health and
adult social care watchdog in England.
City and Hackney CHS has continued to declare
full compliance with the core standards between 1st
April 2009 and 31st October 2009, and we remained
compliant with all the Core Standards up to 31st March
2010. CQC will use this information as part of the Annual
Health Check.

Our Vital Signs
The NHS Operating Framework sets out a number
of measures used by commissioners and NHS providers to monitor
performance against the key national health priorities. These
performance indicators known as ‘vital signs’ are ranked
into three tiers, enabling us to monitor activity and compare
performance locally and with the rest of England.
Vital signs cover areas such as; cleanliness
and healthcare-associated infections, improving access to services,
improving health and reducing health inequalities and patient
experience, satisfaction and engagement. Vital signs help us
to identify priority areas locally and to monitor our progress.
Details of our priority areas and our progress are
set out in our annual report for 2010/11 and in the overview
‘Creating a healthier
future’. 1.4Mb
